On 29 May 2026, a Conciliation Procedure Will Take Place at the Bar Council of Odesa Oblast in the Disciplinary Case Filed by Advocate Dmytro Yagunov Against Advocate Dmytro Zlati
The Bar Council of Odesa Oblast has scheduled a conciliation procedure for 29 May 2026 at 12:00, in connection with the disciplinary complaint filed by Advocate Dmytro Yagunov against Advocate Dmytro Zlati. The hearing will take place at: Odesa, 14 Svyatoslava Karavanskoho Street (and via videoconference for Advocate Dmytro Yagunov).
SUBSTANCE OF THE COMPLAINT
The complaint was filed on 19 May 2026 and concerns the conduct of Advocate Dmytro Zlat in court hearings during 2025–2026 in cases related to the so-called “ferry ‘Kyslytskyi'” (VYL-0224-K). In particular, on 28 April 2026, Advocate Zlati D.S. publicly argued before the Kyivskyi District Court of Odesa for the authenticity of title documents whose forgery has been confirmed by nine court judgments that have entered into legal force.
Among these documents is a “Vessel Technical Inspection Report” dated 15 November 2015, purportedly signed by Inspector-Engineer Farvarshchuk V.D., who died on 10 July 2007 — eight years before the date of the document.
Advocate Dmytro Yagunov has confirmed his participation in the conciliation procedure and has set out his conditions for settlement: Advocate Dmytro Zlati must publicly acknowledge that he was misled by his clients and offer a personal apology for the reputational harm caused to the Odesa Bar. If these conditions are met, the complaint will be withdrawn. If they are not — the materials will be referred to the KDKA of Odesa Oblast for consideration on the merits.
OPENNESS OF THE PROCEEDINGS
In accordance with the established case law of the ECtHR, a bar qualification and disciplinary commission constitutes a “tribunal” within the meaning of Article 6 of the Convention for the Protection of Human Rights, as it determines disputes concerning the civil rights and obligations of persons engaged in regulated professional activities (Le Compte, Van Leuven and De Meyere v. Belgium, 1981; Albert and Le Compte v. Belgium, 1983).
Article 6 § 1 of the Convention guarantees the right to a public hearing. No decision has been made to restrict the public nature of these proceedings.
The session of the Bar Council of Odesa Oblast at which the conciliation procedure will take place on 29 May 2026 is open to the public. Any person has the right to attend.
